Position located in Bartlesville, OK, the DOT Coordinator will facilitate the implementation of pipeline safety regulatory work processes for Midstream Operations within the Midcontinent Region. The DOT Coordinator is a subject matter resource for the Midstream operations personnel and will provide assistance to the Regions by ensuring pipeline safety regulatory objectives are being met on a continual basis. This position focuses on Midstream related safety management systems, including compliance and work process improvements.
Responsibilities May Include
Ensuring consistent application and effective implementation of pipeline safety regulatory compliance programs in the Midstream Operations Regions.
Implementing pipeline safety compliance improvement plans in response to business goals, audits, inspections, and incidents.
Monitoring and providing coordination assistance to field locations in regard to day-to-day regulatory compliance activities, through active participation in development and improvement of Midstream Operations work processes.
Interfacing with intra-company regulatory work groups regarding work processes, including training, auditing and systems implementation.
Interfacing with regulatory agency representatives (State/Federal) for information requests, inspections, and other facility related activities.
Providing emergency response assistance to the field as applicable.
Responding to operations/management personnel requests on regulatory issues.
Participating in incident investigations, as well as tier I & II internal audit programs as applicable.
Legally authorized to work in the job posting country
Have a high school diploma or G.E.D.
Increased knowledge of federal and state code requirements regarding DOT 49 regulations
3 or more years of experience within Midstream pipeline and facility operations
Ability to read and understand federal and state code, federal registers, and able to provide comments
Willingness to travel up to 45%
Associate’s or Bachelor’s degree
Ability to assess risk
Good operating judgment
Ability to represent Phillips 66 Pipeline LLC to outside agencies and organizations
Able to influence others
Interpersonal and Team building skills

Phillips 66's Midstream business is a safe, reliable and trusted logistics provider for the movement and storage of liquid or gas energy via pipelines or terminals. We are an industry leader in logistics and operate or manage more than 21,000 miles of pipelines that transport crude oil from oil fields to refineries and finished products from a refineries to storage terminals. We operate 39 terminals that supply finished products to consumer gas stations, as well as crude oil and NGL storage terminals and NGL fractionation facilities. We also provide the connectivity between the various Phillips 66 business units.
