Contract Specialists is responsible for the development and fulfilment of Procurement Contract requirements for assigned Phillips 66 business areas at the Billings Refinery. The role will execute the sourcing and contracting of goods and/or services required for the business. This also includes the execution, operationalization, and life-cycle management of sourcing and contracting strategies while ensuring alignment with applicable Category Management strategies.
The following is a summary of key accountabilities for this position:
• Execute day-to-day activities in the fulfillment of procurement contracting needs for a Phillips 66 business.
• Support the implementation, adoption and compliance of Contracting Standards and Key Procedures for the assigned Phillips 66 business.
• Drive continuous improvement efforts to simplify and streamline contracting processes for Phillips 66 business.
Responsibilities May Include
Contributing to Procurement objectives by executing the Procurement strategy.
Supporting and contributing to Procurement goals by providing the expertise necessary for development, maintenance, and continuous improvement of leading contracting management processes.
Interfacing with Category Management to drive alignment on category and contracting strategies and contracting requirements.
Developing strong results-based networks with key business leaders at Phillips 66 to facilitate sharing information, best practices and lessons learned.
Complying with relevant policies, standards and key procedures and minimizes risk and cost exposure.
Executing the contracting processes (contract strategy, negotiations, T&Cs, implementation, maintenance and monitoring, etc.).
Developing sound, fit for purpose contracts of the highest standard, and to the schedule requirements of the business.
Complying with Procurement Policy, Internal Control Standards, and Contracting Standards and Key Procedures.
Supporting continuous improvement efforts to streamline contract management processes and attain the highest level of customer service.
Supporting the development and continuous improvement of standard contracting templates and contract clauses.
Striving to achieve in all aspects of contracts excellence; planning, solicitation, development, negotiation, execution and operationalization.
Applying knowledge of commercial contract law and P66 guidelines, practices and requirements to develop appropriate terms and conditions.
Implementing new contracts, uploads contracts into the Phillips 66 Global Contracts Management System (Ariba) and ensures effective hand over to and understanding of contract terms by business stakeholders.
Supporting loading and set-up of contracts and OLAs (where applicable) in SAP.
Developing master agreements, contract service call-offs, amendments, and contract addendums.
Maintaining appropriate contract files in accordance with document retention policy and supports required audit activity.
Driving formal RFx (requests for information, proposals or quotes). Performs pre-bid and pre-award meetings. Analyzes suitability of bids dependent on time constraints, cost, safety and quality assurance. Prepares bid evaluations and seeks appropriate approvals of awards.
Supporting consultation regarding post-award contract disputes.
Leveraging best practices to enable new approaches to Contracts processes.
Managing stakeholder communications regarding Contracts process changes.
As required, resolving issues (pricing, quality, timing, claims, liens, etc.) associated with purchase agreements and deliverables.
Working with Legal to ensure compliance with all P66 requirements and legal statutes.

5 or more years of business or engineering work experience
Experience with RFx, negotiations and contracting
Experience leading multiple Procurement activities including sourcing, contracting, materials management and P2P
5 or more years of procurement experience
Experience planning and executing procurement activities in a refinery, chemical plant or transportation facility
Working knowledge of SAP and other procurement technologies
Advanced working knowledge of procurement, category management, strategic sourcing and contracting process areas
Ability to interface between stakeholders, functions and Procurement
Strong written, verbal, and interpersonal communication skills with ability to negotiate and influence critical decisions.
The Billings Refinery is located in Billings, Montana. Its facilities include crude distilling, naphtha reforming, fluid catalytic cracking, alkylation, hydrodesulfurization and delayed coking units. The refinery processes a mixture of Canadian heavy, high-sulfur crude oil delivered by pipeline, and domestic crude oil delivered by truck. With the startup of a new vacuum distillation unit in 2017, the refinery has 100 percent heavy crude processing capability. The refinery produces a high percentage of transportation fuels and petroleum coke. Finished petroleum products are distributed by pipeline, rail car and truck. Pipelines transport most of the refined products to markets in Montana, Wyoming, Idaho, Utah, Colorado and Washington.
