Description

The Training Director is accountable for leading the training team and managing the development and delivery of all training at the Billings Refinery. This includes maintenance craft and field operator qualification training, regulatory training, safety program training, supervisory and engineering development training, and corporate training initiatives.

Responsibilities May Include

  • Establishing, maintaining and directing an overall training program for all aspects of the refinery

  • Networking with other sites to enhance, broaden, strengthen, and leverage best practices into the overall training program

  • Coordinating with corporate Learning and Development team to ensure Refinery programs are consistent with Phillips 66 training strategy

  • Facilitating the development and delivery of area operator training and induction

  • Facilitating the development and delivery of maintenance training and induction

  • Facilitating the development and delivery of regulatory training and induction

  • Facilitating the development and delivery of professional skills development training and induction

  • Identifying and developing appropriate training materials and manuals as needed

  • Identifying internal and external best practices for training methods, procedures, and systems

  • Establishing and maintaining training metrics and budgets to ensure training is completed on time and within budget

  • Establishing and maintaining training records and libraries to ensure all training completed is tracked and auditable against regulation requirements

Position Requirements

Basic/Required:

  • Legally authorized to work in the United States

  • High School diploma/GED

  • 5 or more years of experience working in oil and gas or related industry (Refining preferred)

  • Proficient (perform the skill with limited assistance) in Microsoft Office (Word, Excel, Outlook, and PowerPoint)

Preferred:

  • Bachelor's degree in training and development or education

  • 3 or more years of supervisory or workforce training experience

  • 5 or more years of experience in a training and development role including developing training materials

  • Knowledgeable of learning "best practices"

  • Working knowledge of Learning and Development and Learning Management Systems

  • Strong leadership skills

  • Extensive knowledge of refinery practices and procedures

  • Proficient (perform the skill with limited assistance) with SAP

  • Excellent oral and written communication skills

  • Excellent training delivery and presentation skills

  • Excellent networking and team building skills

  • Understands Operations and Maintenance Work Processes

  • Ability to build and maintain relationships throughout the various organization levels of the refinery

  • Ability to identify, analyze and solve problems proactively

  • Demonstrate influence management skills

The Billings Refinery is located in Billings, Montana. Its facilities include crude distilling, naphtha reforming, fluid catalytic cracking, alkylation, hydrodesulfurization and delayed coking units. The refinery processes a mixture of Canadian heavy, high-sulfur crude oil delivered by pipeline, and domestic crude oil delivered by truck. With the startup of a new vacuum distillation unit in 2017, the refinery has 100 percent heavy crude processing capability. The refinery produces a high percentage of transportation fuels and petroleum coke. Finished petroleum products are distributed by pipeline, rail car and truck. Pipelines transport most of the refined products to markets in Montana, Wyoming, Idaho, Utah, Colorado and Washington.
