A Process Design Engineer uses technical expertise to achieve operational and project objectives by working to design, implement, control and optimize new and existing processes that are used in Phillips 66 refineries. By partnering with internal and external stakeholders the Process Engineer collaborates to build technically sound strategies around business improvement opportunities, safety enhancements and sustainability while reducing cost and maximizing profitability.

Responsibilities May Include

  • Evaluating equipment and developing process design improvement opportunities for unit optimization and quality

  • Cross functionally driving process engineering support for small and large capital projects at all stages from FEL 0, 1, 2, 3

  • Following established work processes and leading the development of FEL- 0/1/2 project phases.

  • Providing process engineering support during mechanical design to ensure original process intent is met

  • Researching and developing new recommendations for improved equipment and technology

  • Overseeing process specifications for equipment and materials and maintaining process optimization

  • Evaluating equipment and developing process design improvement opportunities for unit optimization and quality

  • Providing process designs for small and large capital projects at all stages from FEL 0, 1, 2, 3

  • Clearly explains and justifies the proposed project and alternatives considered in written format and presents to management during FEL- 0/1/2 gates

  • Works closely with refinery operational customers in developing project solutions

  • Providing detailed process specifications, P&ID’s and equipment data sheets for projects

Position Requirements


  • Legally authorized to work in the job posting country

  • Bachelor’s Degree or higher in Chemical Engineering

  • Currently hold a valid driver’s license

  • 2 or more years of experience in refining, petrochemical or related industry

  • 2 or more years of experience working as a Process Engineer

  • Willing to travel (<10% expected) for training, networking, or support for other P66 locations


  • 4 or more years of experience in refining

  • 4 or more years of experience working as a Process Engineer

  • 2 or more years of experience executing projects

  • Working knowledge of process simulation programs such as Hysys, Proll or AspenPlus

The Borger Refinery is located in Borger, Texas, in the Texas Panhandle, approximately 50 miles north of Amarillo, Texas. Refinery facilities include crude distilling, naphtha reforming, fluid catalytic cracking, alkylation, hydrodesulfurization and delayed coking units, as well as an NGL fractionation facility. The refinery processes primarily medium sour crude oil produced locally, and heavy sour crude oil produced in Canada, all of which are delivered by pipeline. Borger produces a high percentage of transportation fuels, as well as petroleum coke, NGLs and solvents. Refined products are distributed to customers via pipelines from the refinery to West Texas, New Mexico, Colorado and the Midcontinent region.
