The Unit / Area Inspector is a member of the Mechanical Integrity group who maintains a high level of fixed equipment safety and reliability while maintaining compliance with Industry Codes and Standards. This position ensures activities are consistent with Phillips 66 Mechanical Integrity Standards, Phillips 66 Core Values and aligned with Borger Refinery goals.

Responsibilities May Include

  • Executing the fixed equipment inspection program under the guidance of the Chief Inspector.

  • Providing direction, planning for routine and Turnaround maintenance activities.

  • Implementing continuous improvement of inspection planning systems, processes and programs.

  • Ensuring reliable unit runs by proactive inspections, accurate records/reports and timely recommendations.

  • Managing Mechanical Integrity (Ml) Inspections with Industry Standards, Phillips 66 REP’s, Phillips 66 Mechanical Integrity Required Standards and Inspection Procedures by Unit Inspectors.

  • Supporting the integration of reliability and risk-based Inspection Plans into the planning process for routine maintenance and turnarounds.

  • Utilizing conflict resolution to build a high performance as a member of the Mechanical Integrity group.

  • Participating in area safety teams, incident investigations, and environmental processes.

Position Requirements


  • Legally authorized to work in the job posting country

  • High School Diploma or GED equivalent

  • Maintain a valid driver’s license

  • 3 or more years of experience in Refining

  • Intermidiate level or proficiency in Microsoft Office (Word, Excel, Outlook)

  • Willing and able to perform/comply, with or without a reasonable accommodation to:

  • Climb up to 200 feet in height

  • Work outdoors including in inclement weather conditions

  • Wear personal protective equipment

  • Maintain face daily so that a respirator/face mask can seal properly (some examples include being free of facial hair and/or clean shaven)

  • Work extended hours and weekends as needed

  • Work extended hours during shutdown or Turnarounds as needed


  • 10 or more years of experience in petrochemical plant or refining inspection

  • 5 or more years of experience in inspection

  • Working knowledge of PCMS and API RBI

  • Working knowledge of general inspection processes and programs

  • Working knowledge of PSM and Ml procedures and expectations

  • Working knowledge of SAP

  • Certifications in API 510, API 570, and API 653

  • Certifications in AWS, ASNT, and NACE

The Borger Refinery is located in Borger, Texas, in the Texas Panhandle, approximately 50 miles north of Amarillo, Texas. Refinery facilities include crude distilling, naphtha reforming, fluid catalytic cracking, alkylation, hydrodesulfurization and delayed coking units, as well as an NGL fractionation facility. The refinery processes primarily medium sour crude oil produced locally, and heavy sour crude oil produced in Canada, all of which are delivered by pipeline. Borger produces a high percentage of transportation fuels, as well as petroleum coke, NGLs and solvents. Refined products are distributed to customers via pipelines from the refinery to West Texas, New Mexico, Colorado and the Midcontinent region.
