The Operations Coordinator – Light Oils, Ferndale Refinery (OC) reports to the Operations Business Team Lead (BTL) and is responsible for the oversight, maintenance coordination, administrative duties, training, and performance of the operations personnel and equipment within an assigned area in the refinery with the goal of achieving safe, reliable, and environmentally compliant operations.

The incumbent in this position is very detail oriented and knowledgeable regarding the process units, including the ability to provide monitoring and troubleshooting expertise. This position requires the ability to prioritize, direct and coordinate maintenance work to ensure safe, reliable, and environmentally compliant operations while working with the other OCs and BTLs to share refinery resources. Initiative, independent thought and judgment, and the ability to organize and prioritize work with minimal supervision is a must in this position.

The OC shall provide safety and environmental oversight to all refinery personnel to ensure compliance with Phillips 66 and Ferndale Refinery policies and practices.

Responsibilities May Include:

  • Leads the team in safety and health excellence by, among other activities, recognizing and stopping unsafe behavior, recognizing and reporting safety hazards, completing assigned safety training, and complying with PSM elements.

    • Establishes safety performance expectations for all personnel working within assigned area. Supports shift supervisors to ensure that each operator in area has a well-defined, meaningful safety goal. Performs frequent safety audits for compliance with safety related expectations, policies, procedures, and regulations.
  • Ensures conformity with all safety policies and compliance programs, such as incident reporting, incident investigations, Job Safety Analysis (JSA), Process Safety Management (PSM), safety meetings, safety and housekeeping audits, and Safe Practices and Procedures.

    • Attends and actively participates in a monthly safety meeting

    • Ensures assigned area procedures remain up to date and accurate.

  • Coordinates troubleshooting and leads the resolution development for operational issues, working with other refinery resources as needed to achieve safe, environmentally compliant, and efficient refinery operation.

  • Owns the maintenance workflow process for assigned area by properly prioritizing and ensuring repair completion. This includes entering, approving, and progressing work notifications to the planning department by ensuring proper communication on preparations needed, and ensuring work is ready for handover to maintenance when scheduled.

    • Acts as a resource for shift supervisors with the daily execution of the maintenance plan and auditing the overall results to identify areas for improvement.

    • Ensure thorough effective communication to operations personnel on any repairs needed that are not ready to schedule.

  • Prepares and distributes detailed night orders for assigned area including an area specific safety review, incidents in the refinery, management of change items, specific items of concern in the area, and each maintenance item scheduled for the upcoming shift and what preparations are required.

    • Routinely audits night orders and shift any repeated items to the standing orders.
  • Provides oversight and planning assistance for volatile organic compound (VOC) notifications. Works with shift supervisors to identify operational impacts, appropriate path forward, and required documentation needed.

  • Develops detailed shutdown and startup plans for unit outages including: unplanned outages, swoop downs, and turnarounds. This includes defining work scope, engaging shift supervisors and their crews as resources, sequencing shutdown and startup steps, defining staffing requirements, and preparing the Operations timeline.

  • Maintains knowledge and qualifications required to provide back-up coverage for the shift supervisor positions, including maintaining QI/IC training competencies.

  • Assists with operator training by providing process and equipment expertise. This includes serving as a refinery resource for training execution and support during basic operator training (BOT).

  • Orders unit chemicals, monitors and schedules deliveries, establishes methods for shift supervisors to order routine chemicals 24/7, reviews chemical usage and recommends improvements, interfaces with chemical vendors, and monitors non-catalyst fill performance and replacement timing.

  • Engages in project scoping, design reviews, integrates construction into operations planning, and ensures operational readiness.

  • Participates in, and leads, Job Safety Analysis (JSA), Pre-Startup Safety Reviews (PSSR), Impact investigations, permit audits, housekeeping audits, Shift Handover Audits, Risk Analysis Meetings (RAM) and other audits as requested.

  • Serves an ICS role as needed for emergency response.

Required Qualifications:

  • Legally authorized to work in the United States without restrictions

  • High School diploma or GED

  • 5 or more years of experience in refining or a similar field

  • Possess a valid Driver’s License

  • Willing and able to obtain a Transportation Worker Identification Card (TWIC)

  • Willing and able to perform and comply with the following, with or without reasonable accommodation:

    • Travel up to 5% of the time

    • Work extended hours, which may include evenings, weekends and holidays

    • Be on call 24/7/365

    • Respond to refinery emergencies during off-hours

    • Work safely near large, hot, high-speed machines

    • Climb ladders and stairs up to 200 feet in height

    • Transport articles up to 50 pounds

    • Work around chemicals, including acids and bases

    • Work around hydrocarbons under high pressure and heat

    • Work outside in harsh weather conditions

    • Wear fire retardant clothing and personal protective equipment (such as steel-toe shoes, ear and eye protection.)

    • Maintain your face daily so that a respirator/face mask can seal properly (some examples include being free of facial hair and/or clean shaven)

Preferred Qualifications:

  • Bachelor’s degree

  • 3 or more years of experience as an operations shift supervisor

  • 10 or more years of experience in refining or equivalent

  • Knowledge of SAP, Impact, KMS and other Ferndale Refinery intranet applications

  • Proficient in Microsoft Office

  • Strong and effective communication skills (verbal and written) in both individual and group settings

  • Strong leadership skills and the ability to work well with others

  • Knowledge of PSM

  • Knowledge of safe work practices

  • Strong interpersonal skills to facilitate work with both hourly and salaried employees

The Ferndale Refinery is located on Puget Sound in Ferndale, Washington, approximately 20 miles south of the U.S.-Canada border. Facilities include crude distillation, naphtha reforming, fluid catalytic cracking, alkylation and hydrodesulfurization units. It processes a variety crude oils, including Alaskan North Slope, Canadian and other foreign and U.S. shale crudes, primarily delivered via marine vessel and pipeline. Within the refinery is a rail car crude oil receiving facility with a capacity of 30,000 BPD. This offloading facility, owned by Phillips 66 Partners, makes the receipt of additional crude by rail car possible. The refinery produces a high percentage of transportation fuels. Other products include residual fuel oil, which is supplied to the northwest marine bunker fuel market. Most refined products are distributed to customers by pipeline and barge to major markets in the northwestern United States.
