The Category Manager, Contingent Workforce is responsible to manage the commercial relationship with the Phillips 66 Managed Service Provider (MSP) as they support/facilitate the Phillip 66’s companywide Contingent Workforce Program. This position contributes to the program’s success by driving cost management, focusing on continuous improvement, analyzing/actioning KPIs, collaborating with stakeholders in a cross functional environment, and achieving maximum value via Total Cost of Ownership (TCO). The position will be expected to work effectively with all levels throughout the company on a variety of matters and issues as it relates to the contingent workforce, as well as be responsible for ensuring compliance with all applicable Phillips 66 policies and regulations.

Responsibilities May Include

  • Serve as the primary point of contact for all contingent workforce questions and commercial escalations from MSP partner.

  • Serve as a strategic partner to internal customers to develop and implement strategies to support Phillips 66’s contingent workforce needs, working across functions as necessary.

  • Assess current contingent workforce processes, policies, and tools to identify gaps based on needed business outcomes.

  • Develop and make recommendations to leadership on how to resolve any gaps.

  • Drive and review Quarterly Business Updates from MSP partner and provide guidance for performance improvement and trends.

  • Liaise with other Phillips 66 business units and locations to help ensure processes are carried out effectively and efficiently to support their contingent workforce planning needs.

  • Collaborate with the MSP partner to define/standardize job classifications and rate recommendations that align with Phillips 66’s internal hiring practices as well as market trends.

  • Develop protocols to track, report, and communicate metrics to leadership at BU and Executive levels.

  • Maintain high level of subject matter expertise as it relates to contingent workforce industry trends.

  • Work with MSP partner and other functions to optimize VMS technology to meet Phillips 66’s expectations and needs.

  • Develop a comprehensive understanding of services category management, including supply/demand of regional labor, market forecasting, aggregation of KPI metrics, and supplier segmentation methodology.

  • Ensures Key Performance Indicators (KPI) and Service Level Agreements (SLA) objectives are met.

  • Use data and KPIs to proactively identify service delivery issues and understand business needs.

  • Compile information and market knowledge to understand their impacts upon labor supply and supplier competitiveness.

  • Communicate labor statistics and commercial analysis to Category Management leadership.

  • Develop ‘Should Cost’ models to facilitate sourcing decisions and fact-based negotiations.

  • Sharing knowledge freely and improving peer group understanding of the Contingent Workforce category.

Required Qualifications

  • Legally authorized to work in the job posting country

  • Bachelor’s degree

  • 3 or more years of experience as a Category Manager or MSP Manager supporting multiple BU functions

  • Proficient in Microsoft Excel, Word, and PowerPoint

  • Experienced in workforce policy management and enforcement

  • Process improvement and standardization experience

  • Basic understanding of employment laws

Preferred Qualifications

  • Master’s Degree in Labor Relations or related field

  • Certified Contingent Workforce Professional (CCWP)

  • VMS and/or ATS experience

  • 3 or more years of workforce staffing experience either from an agency, MSP, or corporate related role

  • Proficiency with analytical reports/comparisons using Tableau, Alteryx, or related software tools

  • Knowledge of Procurement business function

  • Refining/petrochemical knowledge

  • High degree of collaborative skills. Ability to develop, lead and actively participate on cross functional teams

  • Strong willingness and ability to support internal customers in business requirements

  • Strong communication skills, both verbal and written to ensure clarity and common understanding

  • Strong analytical, problem solving, and organizational skills

  • Strong ability to manage multiple projects simultaneously

  • Capable of gaining consensus and trust across multiple functional areas within and external to Procurement to build a common vision and direction
