The ERI (Energy Research & Innovation) & EE (Emerging Energy) Category Manager is accountable for the effective & efficient management of third-party providers throughout the full category management lifecycle. This role will seek to maximize value for Phillips 66 (P66) and its respective Business Units (BU) & Joint Ventures (JV). This requires significant client focus, active market engagement, as well the formation of innovative solutions. This role will develop, implement and maintain category strategies that maximize the total cost of ownership the company receives from third parties, execute and coordinate the implementation of category strategies and manage supplier performance to enable continuous improvement, while ensuring business alignment.

This role will ensure (active engagement in all applicable Networks), market agility (develop an acceptable supply base, updated PMFL and/or ASL, focus/strategically leverage spend), innovative solutions (create more competitive options for BU flexibility and develop back-up supply sources).

Responsibilities May Include:

  • Contributes to Procurement and BU / site objectives by developing and executing the P66 Procurement strategy.

  • Assembles a dynamic demand model through strong relationships and active engagement with the stakeholders.

  • Coordinates work with Strategic Sourcing personnel to execute sourcing projects as defined in the category strategy.

  • Integrates Procurement and BU / site / functional strategies.

  • Assists in aligning direction of category streams (Materials, Services and Capital Projects) with Procurement and BU/ site / functional strategies.

  • Identifies opportunities to leverage category spend within or across BU/site and regions.

  • Leads and contributes to significant third-party cost reduction, cost avoidance, and other value delivery commitments.

  • Maintains current knowledge of applicable sourcing and contracting industry best practices to identify and deliver strategic value to P66.

  • Actively engages BU/site teams as well as other technical and commercial stakeholders to develop collaborative approaches to supply projects and to ensure cross discipline alignment on sourcing and contracting strategies.

  • Establishes relationships with P66 BU/site and key functional groups to facilitate collaborative planning, sourcing, contracting and supplier management activities.

  • Actively influences senior BU/site stakeholders to gain alignment as well as gain access to appropriate resources.

  • Supports implementation of the Procurement agenda by championing procurement processes, tools and category strategies.

  • Balances end-user demands, preferences and pressures against functional goals and objectives and professional procurement standards and practices to ensure that business and Procurement objectives are met.

  • Understands and drives adoption of P2P process and systems.

  • Identifies and monitors leading indicators for proactive market decisions.

  • Drives the development of cost models to facilitate fact-based negotiations.

  • Collaborates with Procurement and business stakeholders to ensure that the category strategy and subsequent sourcing plans are aligned with P66 business objectives and needs.

  • Actively participants in and enrolls other members of the relevant category-network.

  • Promotes compliance with P66's code of conduct, ensuring by personal example and coaching that P66 staff and our partners understand and practice ethical business behavior, and using reasonable care to monitor suppliers and contractors working for P66 to ensure they work in a manner consistent with the code.

  • Develops, improves and maintains the category strategy and plans.

  • Establishes (with Market Analysis) sources of market intelligence, category supply chain risk factors and reporting of such.

  • Sets the category strategy based on data analytics provided by the Market Analysis team such as:

  • Spend analytics.

  • Market intelligence.

  • Cost models.

  • Category dashboards including key supplier profiles (financial health/risk factors) and category summaries.

  • Negotiates key commercial terms to establish leveraged supplier agreements.

  • Manages communication to the Procurement organization within the business units at all levels of spend on category issues.

  • Manages key supplier relationships and monitors performance for the category.

  • Drives Category Council meetings and participation to gain alignment on category strategy with buying, contracting and business stakeholders.

  • Supports the Strategic Sourcing process.

  • Employs financial analysis and economic modeling skills to evaluate supplier proposals and pricing and to develop (or leverage Market Analysis to develop) flexible contractual pricing models which accommodate inflation, currency, scope changes, and other areas of risk mitigation and cost control.

  • Incorporates supplier diversity and opportunities for sustainable development (local content, community impact, and environmental impact).

  • Identifies, implements and realizes value through effective '’strategic cost management' utilizing best in class methods (e.g., should cost) and tools.

  • Undertakes due diligence in mitigating external supply risk from supplier selection through to contract execution and supplier management.

  • Develops and manages supplier relationships for strategic and key suppliers including:

  • Supports Market Analysis in establishing measures to monitor supplier performance.

  • Participates in performance reviews to drive continuous improvement of supplier performance.

  • Establishes appropriate supplier governance processes.

  • Manages key supply arrangements in accordance with agreed measures.

  • Facilitates proactive supplier management value contribution initiatives in collaboration with BU/site and functional personnel.

  • Supports the business in the implementation of new contracts and supplier Management of Change ensuring effective hand over to and understanding of contract terms.

  • Uses knowledge of commercial contract law to guide the development and assessment of pertinent contractual terms and conditions in collaboration with the Contracting team.

  • Gathers fact-based feedback on Contract and Supplier performance that will be used to improve future contracts and business activity.

  • Develops a sustainable Contract Management Plan.

  • Actively participates in applicable P66 Networks.

  • Maintains a working knowledge of technical improvements and opportunities, and product developments.

  • Provide commercial and market knowledge to the Network.

Required Qualifications:

  • Legally authorized to work in the job posting country

  • Bachelor’s degree in Business, Engineering, Supply Chain or related engineering disciplines

  • 3 or more years of Procurement experience

Preferred Qualifications:

  • Working knowledge of category management processes, procedures, practices, & techniques

  • 5 years of procurement sourcing and contracting experience
