The Cost Analyst will work under the direction of the Southeast Regional Manager and be accountable for tracking budgets, monitoring spend, revising forecasts, and generating reports and balance sheets. Manage the process and system used to provide updates on actual costs and develop accruals by working with asset supervisors and managers. Ensure activities are consistent with Phillips 66 core values, aligned with Midstream goals, and in compliance with company policies.

Responsibilities May Include

  • Consolidating field office regional spend plans that provide detail for all work (Field Major Maintenance, Integrity, Capital, etc.).

  • Managing and developing monthly regional variance explanations.

  • Preparing reports by asset, including financial KPI’s. Leading monthly review with asset managers.

  • Providing supervisors and managers with tools needed to track monthly and annual expenses.

  • Utilizing available resources to track expenses and cross reference to forecasting.

  • Managing the planning versus actual reporting and major maintenance expense forecasting.

  • Managing the process of making updates to forecasted expenditures.

  • Assisting (and leading on occasion) in training and developing of staff with budgeting and forecasting.

  • Compiling budget and preparing budget review reports for Regional Manager.

  • Facilitating weekly operations meetings to gain insight on project level work.

  • Facilitating updates on monthly project forecasts, liaison with project managers, planners, and leads for work plan execution

  • Supporting budgeting and forecasting for assets in geographically diverse areas.

Position Requirements

Basic/Required:

  • Legally authorized to work in the job posting country

  • High school diploma or GED equivalent

  • 3 or more years of experience in budgeting, forecasting, and making accruals

  • Intermediate proficiency in Microsoft Office Excel, Word; and SAP

  • Willing and able to travel up to 10% of the time

Preferred:

  • Bachelor’s degree in Business Administration or higher

  • 5 or more years of experience in budgeting, forecasting, and making accruals

  • Familiarity with operations and maintenance activities and costs associated with those activities

Midstream

Our Midstream segment provides crude oil and refined product transportation, terminaling and processing services, as well as natural gas liquids (NGL) and liquefied petroleum gas (LPG) transportation, storage, processing and marketing services, mainly in the United States. This segment includes our master limited partnership, Phillips 66 Partners LP, as well as our 50 percent equity investment in DCP Midstream, LLC. As of December 31, 2017 our transportation business managed over 21,000 miles of pipeline systems, 40 finished product terminals, 38 storage locations, 19 crude oil terminals, 5 LPG terminals and 1 petroleum coke exporting facility.
