The Louisiana and New Jersey Operations Superintendent directs, coordinates and supervises multiple crude, clean products and natural gas liquid pipeline & terminal systems, related facility operations and maintenance activities; driving operations excellence standards to produce optimum operating cost control while meeting all safety, environmental regulations and performance goals. This Region team member position must be able to lead and represent Phillips66 Pipeline Company in a safe, responsible and professional manner while performing daily operations in accordance with Phillips66 Pipeline Company standards, policies, procedures and guidelines. The reporting location of this role is HQ/Houston, Texas and will oversee Midstream’s Louisiana and New Jersey assets.
Responsibilities May Include
Promoting safe work environment and safety culture that delivers excellent HSE performance.
Championing behavioral safety programs, employee participation and adherence to Health, Safety & Environmental policies and procedures.
Responsible for operating personnel engagement in critical Safety and Environmental work activities.
Responsible for managing and operating any new Master Limited Partnership, General Partnerships and Joint Venture assets.
Responsive to emergencies ensuring the proper activation of the Emergency notification system, incident command structure, agency notifications and securing necessary resources to respond to the emergency.
Supporting business growth and optimization strategies by bringing forth ideas and partnering with key stakeholders to champion opportunities.
Working closely with the Region Engineer Director, Maintenance and Reliability Superintendent and various support groups to plan, prioritize, schedule, and execute project work within the Region.
Driving efficient use of Operation’s resources to support execution of projects with minimal impact to customers.
Managing personnel issues in consultation with Region Manager and Human Resource Business Partners.
Promoting a work environment that supports corporate values and provides developmental and growth opportunities.
Bringing forth ideas to feed into the Region Long Range Business Plan.
Ensuring encroachment issues are being managed and resolved.
Responsible for allocating resources, promoting, and tracking employee training to assure a skilled and effective workforce.
Responsible for tracking operating budgets and meeting budget commitments.
Identifying and championing programs for operational excellence improvements.
Allocating resources to ensure operating integrity: including identification of projects to be implemented by others
Ensure key indicators such as DOT PM compliance, Loss/Gain and expenditures are kept within and meet company standards.
Responsible for leading incident response using IC system.
Resolving conflicts and drive collaborative relationships.
Working across organizational boundaries to insure teams’ function in a transparent fashion.
Championing operation improvements, cost control, and revenue enhancement.

High school Diploma/GED Equivalent
10 or more years of experience in operations and maintenance of pipelines and terminals
10 or more years of experience supervising workers
Willing and able to travel up to 25 percent of the time
Intermediate level of proficiency using SAP, Word and Excel
15 or more years of experience in operations and maintenance of pipelines and terminals
5 or more years of experience working with a represented workforce and union contracts
5 or more years of experience working with teams across multiple locations
Working knowledge of federal, state and local regulations, industry standards and DOT requirements
Phillips 66's Midstream business is a safe, reliable and trusted logistics provider for the movement and storage of liquid or gas energy via pipelines or terminals. We are an industry leader in logistics and operate or manage more than 21,000 miles of pipelines that transport crude oil from oil fields to refineries and finished products from a refineries to storage terminals. We operate 39 terminals that supply finished products to consumer gas stations, as well as crude oil and NGL storage terminals and NGL fractionation facilities. We also provide the connectivity between the various Phillips 66 business units.
