Description
The Prepare to Operate (PTO) Engineer provides technical support and operational guidance for the project group, ensures alignment of operational requirements with operations stakeholders, develops robust plans for commissioning activities, and leads handover acceptance and functional acceptance of assets. The PTO Engineer works in a team environment collaborating with specialists, field leads, and major projects to ensure complete PTO plans and may direct the activities of other team members in support of the project.
Responsibilities May Include
Promoting a culture that delivers excellent HSE performance
Acting as a liaison between project team and operations
Developing Commissioning, Operating, and Maintenance plans
Coordinating the handover of assets and readiness for commissioning
Coordinating functional checkout and prioritization of punch list Items
Supporting implementation of commissioning plans and startup sequencing for flow
Participating on design reviews and PHAs
Helping develop operational narrative for cross functional alignment
Leading development of Operating Parameters (Tank Level Alarms, OD Sheets, Point by Point MOP etc.)
Supporting pre-startup safety reviews Assuring full compliance with all regulatory and Company policies and procedures
Interfacing with division operations, PTRRC, CD-JV, Commercial Groups and Logistics
Position Requirements
Basic/Required:
Legally authorized to work in the job posting country
Bachelor's degree in Engineering or Technical
3 or more years in Terminals or Pipelines Operations
Intermediate level of proficiency with Microsoft office: Word & Excel
Preferred:
5 or more years of experience in pipeline maintenance, operations, pipeline projects
5 or more years of supervisory experience
3 or more years of hydraulics experience
Proficient with SAP and MS Project
Midstream
Our Midstream segment provides crude oil and refined product transportation, terminaling and processing services, as well as natural gas liquids (NGL) and liquefied petroleum gas (LPG) transportation, storage, processing and marketing services, mainly in the United States. This segment includes our master limited partnership, Phillips 66 Partners LP, as well as our 50 percent equity investment in DCP Midstream, LLC. As of December 31, 2017 our transportation business managed over 21,000 miles of pipeline systems, 40 finished product terminals, 38 storage locations, 19 crude oil terminals, 5 LPG terminals and 1 petroleum coke exporting facility.
