Description
The Environmental Specialist provides regulatory information and develops and monitors environmental compliance programs, regulatory reporting, and coordination with other company facilities regarding environmental compliance. This position will focus on air as well as other aspects of environmental compliance and reporting.
Responsibilities May Include
Managing the following programs for the facility:
Air permitting
Greenhouse Gas (GHG)
Heater & Boiler MACT
Reciprocating Internal Combustion Engines (RICE) MACT
Ozone Depleting Substances (ODS)
Spill Prevention Control and Countermeasure (SPCC)
Facility Response Plan (FRP)
Submitting Title V permit renewal and all project permit applications
Reviewing all MOCs for permitting and program applicability
Preparing the following regulatory reports and/or notifications:
GHG
Heater & Boiler MACT
RICE MACT
ODS
SPCC
FRP
Participating in applicable corporate networks
Conducting training on work processes and procedures that require input from non-environmental personnel
Serving as Single Point of Contact (SPOC) for assigned Area
Attending morning meetings
Participating in environmental steering team
Participating in monthly environmental audits
Presenting environmental metrics monthly
Provide guidance
Developing and implementing a multi-year environmental action plan to assure continuous compliance with all environmental regulatory requirements
Position Requirements
Basic/Required:
Legally authorized to work in the United States
Bachelor’s degree in Engineering or Environmental Science
Willing and able to obtain a Transportation Worker Identification Card (TWIC). Information can be found at https://www.tsa.gov/for-industry/twic
Preferred:
5 or more years of experience in the environmental field
Refining experience
Experience preparing air-related compliance reports and permits
Experience maintaining site compliance with air regulations
Ability to effectively communicate complex regulatory issues
Strong interpersonal skills
Ability to work in a self-directed team environment
Well-developed planning and organization skills; project management experience helpful
Demonstrated ability to influence management capability
Effective negotiation experience
Ability to back fill other media roles as vacation and workload relief
The Lake Charles Refinery is located in Westlake, Louisiana. Refinery facilities include crude distilling, naphtha reforming, fluid catalytic cracking, alkylation, hydrocracking, hydrodesulfurization and delayed coking units. Facilities also include a specialty coker and calciner. The refinery processes a mixture of light to heavy, low- and high sulfur and low- and high-acid crude oils. It receives domestic, Canadian and other foreign crude oil through truck, pipeline, marine transportation and terminals, including the Beaumont and Clifton Ridge terminals and the Bayou Bridge Pipeline. Lake Charles produces a high percentage of transportation fuels. Other products include off-road diesel, home heating oil, feedstock for our Excel Paralubes joint venture, specialty graphite petroleum coke and petroleum coke. Refined products are distributed in the southeastern and eastern United States by truck, rail car, barge or pipelines and exported to Latin America and West Africa.
