The Unit Process Engineer, Los Angeles Refinery provides process technical expertise and support for the operation of refinery processing units in order to produce high quality transportation fuels in a safe and environmentally responsible manner, under the direction of an Operations Superintendent.

Responsibilities May Include:

  • Develop/monitor key performance metrics.

  • Monitor/evaluate unit performance and work with operations supervisors to optimize unit operations.

  • Troubleshoot operational and process quality problems.

  • Provide technical content for operating procedures.

  • Manage change for assigned process units and maintain assigned process safety information.

  • Participate in/coordinate pre-startup safety reviews of new and modified facilities.

  • Monitor catalyst activity/condition and coordinate plans to procure, unload/load, and dispose of catalyst.

  • Propose and serve as technical support for maintenance or capital projects to improve safety, environmental compliance or operational efficiency/effectiveness.

  • Support unit turnarounds.

  • Participate in unit process hazard analyses and damage mechanism reviews.

  • Consult/interface with resources outside the refinery such as Corporate Technology, other Phillips 66 refineries, and/or licensors to keep abreast of the latest technology and experience associated with unit operations and to provide these resources information on Los Angeles Refinery's operations.

  • Assist with the development of the annual operating plan, particularly in the areas of chemicals, catalyst and utilities expenses. Monitor catalyst, chemicals and utility expenses to meet annual expense budgets; investigate variances and recommend appropriate actions to keep expenses within budget.

  • Participate in safety meetings and conduct audits of operating facilities.

  • Participate in facility emergency response as part of the Emergency Management Organization within the Incident Command System.

  • Mentor less experienced engineers.

Required Qualifications:

  • Legally authorized to work in the job posting country without restrictions

  • Bachelor's of Science degree or higher in Engineering

  • Valid driver's license

Preferred Qualifications:

  • Bachelor's of Science degree or higher in Chemical or Mechanical Engineering

  • 5 or more years of refinery and/or petrochemical industry experience

  • Strong understanding of statistics

  • Computer proficient including applications for word processing (MS Word), spread sheets (MS Excel), process database systems (such as PI), and process modelling software

  • Excellent communication (both verbal and written) and interpersonal skills

The Los Angeles Refinery consists of two linked facilities located five miles apart in Carson and Wilmington, California. The Carson facility processes crude oil, and the Wilmington facility upgrades the intermediate products to finished products. The facilities include crude distillation, naphtha reforming, fluid catalytic cracking, alkylation, hydrocracking and delayed coking units. The refinery processes mainly heavy, high-sulfur crude oil. It receives domestic crude oil by pipeline from California, Canadian crude via rail, and both foreign and domestic crude oil by tanker through a third-party terminal in the Port of Long Beach. The refinery produces a high percentage of transportation fuels. The refinery produces CARB-grade gasoline. Other products include petroleum coke. Refined products are distributed to California, Nevada and Arizona by pipeline and truck.
