The Refinery Mechanical Engineer provides mechanical engineering, project engineering, mechanical integrity, and reliability support for refinery area operating teams and provides leadership for area maintenance, projects, turnarounds, mechanical integrity, and reliability improvements, ensuring high utilization of refinery area equipment and process units. Example roles include - Area Mechanical Engineer, Project Engineer, and Turnaround Engineer. The exact role for this job posting will be determined by preference, qualification, and business need.
Responsibilities May Include
Providing technical support to operations, maintenance and inspection personnel
Preparing designs, cost estimates and overseeing the installation of area projects; typically less than $500K.
Developing scope for small outages and major turnarounds
Key player in managing change and improving safety through process safety management processes
Acting as consultant for area projects
Assisting with area reliability studies and projects
Ensuring mechanical integrity to prevent safety loss of containment incidents.
Participating in Process and Physical Hazards analysis
Participating in process and mechanical design reviews
Providing information as needed to Project Engineers in Refinery Technical Services (RTS) and Project Development
Assisting with training for the area’s operators and craftsmen
Evaluating equipment condition to make appropriate repair vs. replace decisions
Supporting Area KPI goals and working with colleagues to develop Area budgets
Assisting with Cause Map investigations for chronic-problem equipment
Participating in area incident investigations as the mechanical engineering resource
Working to generate and implement ideas and opportunities improving unit production
Developing solid working relationships with peers and work groups
Working with cross-functional teams as appropriate to deliver positive results on area and refinery issues
Providing single point of accountability for project management and project expertise.
Managing project costs, project schedule, personal resources, technical competency, environmental requirements and safety.
Interacting with Process and Instrument/Electrical Engineers to coordinate project activities and coordination of assigned resources for completion of projects to meet project timeframes.
Participating in and supporting the use of the Front-End Loading and other demonstrated best practices in the execution of projects.
Partnering with customers to develop project charters, secure funding, engineer projects, support construction and provide assistance through the startup of projects.
Networking with peers internally and externally to share best practice information

Valid driver's license
Bachelor's degree in Mechanical or Civil Engineering
3 or more years of direct experience working in a refinery, petrochemical, or industrial environment

Strong computer skills with experience in Microsoft Word, Excel and PowerPoint
Strong written and oral communication skills
Good interpersonal skills across a diverse set of direct work interfaces inclusive of Operations, Maintenance, Engineering and Management personnel
Ability to interact with contractors
The Ponca City Refinery is located in Ponca City, Oklahoma, approximately 95 miles northwest of Tulsa, Oklahoma. Its facilities include crude distilling, naphtha reforming, fluid catalytic cracking, alkylation, hydrodesulfurization and delayed coking units. The refinery processes a mixture of light, medium and heavy crude oil delivered via pipeline from Oklahoma, Texas, New Mexico, the U.S. Rockies and Canada. Infrastructure improvements have enabled the delivery of locally produced crude oil by pipeline and truck. The refinery produces a high percentage of transportation fuels and anode-grade petroleum coke. Refined products are primarily distributed to customers by company-owned and common carrier pipelines to markets throughout the Midcontinent region.
