Within the Technical Services group, the Electrical Engineer provides leadership, technical expertise and business perspective in all areas related to the plant's electrical systems. This position is responsible for preventative maintenance programs, coordination of improvement and new projects and cost/budget management.

Responsibilities May Include

  • Working with operating and maintenance teams to drive continuous improvement and reliability of electrical components, equipment and systems.

  • Providing technical expertise for troubleshooting of refinery equipment, including power distribution systems, motor controls, switch gear, UPS systems, and substations.

  • Responsible for electrical systems design, specification, installation, testing, and start-up.

  • Project duties include design development, construction scope, drawing preparation, construction support, and start-up supervision.

  • Responsible for maintenance support and reliability of existing electrical equipment.

  • Assisting with maintenance planning and execution of major equipment repairs and unit turnarounds as needed.

  • Participating in refining electrical reliability network, industry technical societies, and support engineering standards maintenance and development.

  • Managing and coordinating capital projects associated with plant upgrades and expansion.

  • Coordinating and supervising work of contractors including liaison with vendors.

  • Interfacing with external Power Agencies.

  • May have instrumentation related responsibilities.

Position Requirements


  • Legally authorized to work in the United States

  • Bachelor's degree in Electrical Engineering

  • 3 or more years of refinery, petrochemical or manufacturing experience

  • 3 or more years of experience in power distributions systems

  • Demonstrated knowledge of industrial safe work practices and standards (IEEE, ANSI, NEMA, ISA, and API)

  • Willing and able to perform/comply, with or without a reasonable accommodation, with the following:

  • Work overtime, including holidays and weekends

  • Lift up to 50 pounds

  • Work in enclosed spaces, such as tanks and silos

  • Work at elevated heights or in confined spaces

  • Work around chemicals including acids/bases

  • Work with petroleum products that are under high pressure and heat

  • Work near large, hot, high-speed machines

  • Climb up to 200 feet in height; work at elevated heights

  • Wear fire retardant clothing and other required personal protective equipment (such as steel-toed shoes, ear/eye protection)

  • Maintain face daily so that a respirator/face mask can seal properly

  • Must satisfy the physical requirements of the position which includes, but is not limited to, the ability to lift, climb, walk, kneel, and squat on a regular basis

  • Previous experience with plant start-ups and troubleshooting of complex control and operational problems

  • Strong safety focus with demonstrated knowledge of code requirements, including OSHA and Process Safety Management

  • Excellent leadership, planning, organizing, written and oral communication skills

  • Computer proficiency with applications for word processing, spreadsheets, databases and SAP

  • Demonstrated project management abilities to complete complex assignments in a timely manner

  • Proven ability to meet project schedules and costs with minimal supervision

  • Ability to continue with reliability program development

The San Francisco Refinery consists of two facilities linked by a 200-mile pipeline. The Santa Maria facility is located in Arroyo Grande, California, 200 miles south of San Francisco, California, while the Rodeo facility is in the San Francisco Bay Area. Semi-refined liquid products from the Santa Maria facility are shipped by pipeline to the Rodeo facility for upgrading into finished petroleum products. Facilities include crude distillation, naphtha reforming, hydrocracking, hydrodesulfurization and delayed coking units, as well as a calciner. The San Francisco Refinery processes a mixture of heavy, high sulfur and light sweet crude oil. It receives California crude oil by pipeline, and both domestic and foreign crude oil by tanker. The refinery produces a high percentage of transportation fuels. It also produces CARB-grade gasoline. Other products include petroleum coke. The majority of the refined products are distributed to California by pipeline and barge. Additional refined products are also exported to Latin America by waterborne cargo.
