Description

The Emergency Response Training Specialist is responsible for developing practical and written training material to be delivered during instructor-led, on-the-job, and computer-based training. This position will ensure that facility emergency response personnel are trained and competent in order to effectively, efficiently, and safely execute all responsibilities consistent with the response organization’s standard operating guidelines for emergency services delivery. The Emergency Response Training Specialist will coordinate, facilitate and track all department training.

Responsibilities May Include

  • Developing and delivering formal instructor-led training as needed

  • Facilitating and administering corporate-driven training, as needed

  • Administering emergency response organization policies and procedures for the management of instructional resources, staff, facilities, records and reports

  • Developing recommendations for policies to support the training program to ensure the training and emergency response goals are achieved

  • Planning, developing and implementing comprehensive training programs and curriculum

  • Identifying instructional needs by conducting periodic emergency response organization analysis

  • Designing programs and/or curriculum to support emergency response organization goals

  • Ensure programs meet time and budget constraints

  • Formulating budget needs to identify and document the resources required to meet training goals

  • Supervising and overseeing other instructors and participants during training sessions to ensure that applicable safety standards and practices are followed in addition to meeting instructional goals

  • Coordinating and serving as an instructor for emergency response related training programs (incipient stage fire/fire extinguisher, awareness/operations level hazmat response, respiratory protection equipment, fall protection equipment, general emergency preparedness, etc.) for the general facility population

  • Coordinating emergency response drill programs such as response team, marine spill and evacuation drills

  • Assisting with mutual aid agency training programs as needed

  • Ensuring emergency response training and drill compliance with NFPA, FEMA, EPA, USCG, DOT, IDPH and corporate standards

  • Serving as an active member for all facility response teams and responding to incidents both during and after normal work hours

  • Serving as a member of the corporate incident management team

  • Serving as a member of the emergency planning committee and emergency response organization health and safety committee

Position Requirements

Basic/Required:

  • Legally authorized to work in the job posting country

  • Associates degree or greater in Fire Science/Fire Protection

  • Valid driver’s license

  • 3 or more years of emergency response experience

  • NFPA/OSFM Firefighter II//Basic Firefighter certification

  • NFPA/OSFM Hazmat Technician A certification

  • NFPA/OSFM Fire Service Instructor I certification

  • NFPA/OSFM Rope Rescue Operations certification

  • IDPH EMT-Basic or higher

  • FEMA ICS 100/200/300/400 training certification

  • 3 years or more of experience in developing training programs and training personnel

  • Willing and able to obtain a Transportation Worker Identification Card (TWIC). Information can be found at https://www.tsa.gov/for-industry/twic

Preferred:

  • Bachelor Degree or greater in Fire Science/Fire Protection

  • 3 years or more of refinery experience

  • 1 or more years of supervisory experience

  • NFPA 1081 Advanced Interior/Exterior Firefighter certification

  • NFPA/OSFM Fire Officer I certification

  • NFPA/OSFM Fire Service Instructor II certification

  • NFPA/OSFM Confined Space/Trench Rescue Operations certification

  • NFPA/OSFM Vehicle/Machinery Rescue Operations certification

  • NFPA/OSFM Structural Collapse Rescue Operations certification

  • IDPH EMT Lead Instructor certification

  • CPR Instructor certification

  • FEMA HSEEP training certification

  • Very organized with attention to detail

  • Excellent written and oral communication skills

  • Demonstrates influence management skills

  • Ability to provide support for training related planning and forecasts

The Wood River Refinery is located in Roxana, Illinois, about 15 miles northeast of St. Louis, Missouri, at the confluence of the Mississippi and Missouri rivers. Refinery facilities include crude distilling, naphtha reforming, fluid catalytic cracking, alkylation, hydrocracking, hydrodesulfurization and delayed coking units. The refinery processes a mixture of light, low-sulfur; heavy, high sulfur; and high-acid crude oil. The crude supply is sourced domestically or from Canada. Wood River produces a high percentage of transportation fuels. Other products include petrochemical feedstocks, asphalt and petroleum coke. Refined products are distributed to customers by pipeline, rail car, barge and truck and are shipped to markets throughout the Midcontinent region.
