The Health & Safety Specialist, Los Angeles Refinery develops, implements, and monitors actions directed at minimizing health and safety related risks associated with refinery business operations, facilities, and personnel, while ensuring continuous compliance with local, state, and federal health and safety related regulatory requirements and Corporate H&S mandates.

This position is eligible for relocation assistance per the Phillips 66 Domestic Relocation Policy.

Responsibilities May Include:

  • Serves as on-site technical expert/resource on Health & Safety related governmental regulations P66 Corporate standards, and recognized industry practices and guidelines related to Occupational Safety, Hazard Recognition and Control, Fire Protection systems and equipment, and Incident Investigation.

  • Develop, implement, and maintain Safety, Hazard Recognition and Control, and Fire Protection related standards, guidelines and training necessary to meet business needs while achieving / maintaining compliance with regulatory, P66 HS&E Management System.

  • Develop and administer on-going preventative maintenance process to ensure operating condition of safety equipment, fixed fire / flammable vapor detection, alarm and suppression systems (including fire water supply and distribution systems) as well as portable fire suppression equipment (e.g. extinguishers).

  • Conduct periodic audits of facility, equipment and work processes, to ensure compliance with regulatory requirements and Corporate H&S guidelines (e.g. Annual audit of Hot Work Control Permitting, general facility condition, testing of detection / alarm / suppression systems including fire water supply &distribution systems.

  • Participate in LAR Contractor Safety Forum and Contractor H&S Management System including review of contractor developed Safe Work Execution Plans and Site Safety Plans for quality and acceptability.

  • Serve as H&S representative on project development/ management teams to ensure H&S considerations are identified and addressed as part of project.

  • Maintain corrective action / HAZOP tracking system (IMPACT) and publishes routine status reports.

  • Serve as member / leader of formal Incident Investigation Team on an as needed basis.

  • Provide general guidance to H&S Shift Supervisors and on-going support as requested / needed by other members of the H&S Department tasks.

Required Qualifications:

  • Legally authorized to work in the United States without restrictions

  • Willing and able to obtain a Transportation Worker Identification Card (TWIC). Information can be found at

  • High School Diploma or GED equivalent

  • Work experience in safety, occupational health and/or fire protection

  • Proficient with Excel, Word, SAP

Preferred Qualifications:

  • Bachelor’s degree in safety or a related field

  • Master’s degree in safety or related field

  • CSP or CIH certification

  • Direct experience in a safety related position

  • Strong working level knowledge of industrial hygiene, human factors, and Process Safety Management

  • Previous experience in professional safety and/or occupational health role in petroleum / chemical industry

  • Highly skilled in Hazard/Risk recognition, identification, evaluation and control methodologies and techniques and has high degree of knowledge in U.S. Federal, California, P66 Corporation and other petroleum industry H&S related standards, regulations, and guidelines (e.g. loss prevention, fire protection systems, fire prevention designs)

  • Skilled and experienced in using various Incident investigation methodologies (e.g. Cause Mapping, Root Cause Analysis) and OSHA procedures related to incident reporting, inspections and investigations

  • General understanding of emergency response protocols, crisis management tools, and Incident Command System, with training to fulfill Safety Officer role

  • Direct supervisory experience

  • Strong interpersonal and communication skills, ability to interact with multiple layers of organizations

  • Leadership ability

The Los Angeles Refinery consists of two linked facilities located five miles apart in Carson and Wilmington, California. The Carson facility processes crude oil, and the Wilmington facility upgrades the intermediate products to finished products. The facilities include crude distillation, naphtha reforming, fluid catalytic cracking, alkylation, hydrocracking and delayed coking units. The refinery processes mainly heavy, high-sulfur crude oil. It receives domestic crude oil by pipeline from California, Canadian crude via rail, and both foreign and domestic crude oil by tanker through a third-party terminal in the Port of Long Beach. The refinery produces a high percentage of transportation fuels. The refinery produces CARB-grade gasoline. Other products include petroleum coke. Refined products are distributed to California, Nevada and Arizona by pipeline and truck.
