The Flare Master reports to the Process Engineering Director. This position is responsible for all aspects of the pressure protection system and relief valve network. The position is also responsible for developing FEL packages and process designs to upgrade existing refinery units or install new units and for providing process engineering services in support of unit operations engineers, process engineering leads and process design engineers.
Responsibilities May Include
Maintain up-to-date relief valve files and refinery flare models.
Develop relief valve and flare models for new equipment and units.
Develop and maintain process simulations of refinery units.
Evaluate alternate relief paths to support operations when relief valves without spares can be removed by maintenance at the prescribed intervals to ensure their mechanical reliability.
Evaluate loads and capacity of relief valves and flares.
Ensure relief protection is addressed and documented for any process change.
Stay abreast of corporate and industry relief practices and standards
Communicate relief system standards and ensure that they are practiced at the site.
Interact with refinery operations, technical services and maintenance groups to ensure all changes comply with Phillips 66 and industry relief protection standards and practices.
Monitor & trend operating limits and other key process data to proactively help ensure the units are operating within their design relief capacity parameters.
Perform process design for development of projects and units that support the long-term strategic goals of the refinery.
Provide process oversight during project detailed design.
Work to enhance safety and protection of the environment through project development and audits.
Participate in the investigation of departmental safety & environmental incidents, accidents, near misses and issues in an effective and timely manner.
Participate in safety and environmental reviews as needed. Provide relief system input for PHA reviews.
Support unit turnarounds related to relief capacity and project execution.
Valid Driver’s license
Bachelor’s degree or higher in Chemical Engineering or related engineering field
5 or more years of experience in petrochemical industry
3 or more years of experience in relief valve networks
General understanding of all core crude oil refining processes including:
Crude oil distillation
Fluidized catalytic cracking
Steam methane reforming
Proficient in Microsoft office (Word, Excel, PowerPoint)
Proficient in process trending software
Proficient in PPMTM, iPRSM®, SuperChemsTM, Visual Flow® or equivalent
Proficient in HYSYS® or equivalent
Experience generating material/energy balances and defining hydraulic circuits from plant data
Excellent verbal and written communication including interpersonal skills
Ability to coordinate and provide leadership for multiple issues and prioritize them appropriately given HS&E concerns (i.e., compliance items), business, and personnel needs
A commitment, dedication, and willingness to support management direction
Possess effective leadership, interpersonal and team player skills; the ability to work with and incorporate ideas of other organizations (i.e., safety, maintenance, environmental)

The Wood River Refinery is located in Roxana, Illinois, about 15 miles northeast of St. Louis, Missouri, at the confluence of the Mississippi and Missouri rivers. Refinery facilities include crude distilling, naphtha reforming, fluid catalytic cracking, alkylation, hydrocracking, hydrodesulfurization and delayed coking units. The refinery processes a mixture of light, low-sulfur; heavy, high sulfur; and high-acid crude oil. The crude supply is sourced domestically or from Canada. Wood River produces a high percentage of transportation fuels. Other products include petrochemical feedstocks, asphalt and petroleum coke. Refined products are distributed to customers by pipeline, rail car, barge and truck and are shipped to markets throughout the Midcontinent region.
