The HSE Trainer - Wood Rover Refinery provides overall direction for Health, Safety, and Environmental training for the Wood River Refinery. This role maintains and assists in delivery of new hire HSE training for all new hires and supports upgrades to all associated policies and training.

Responsibilities May Include

  • Work with the HSE Department to develop, coordinate, and execute appropriate training for all impacted departments

  • Ensure that all regulatory training needs are identified, specific programs are in place to address the needs, and that all regulatory training is completed

  • Assess sites core training needs for new and current employees and developing a curriculum to meet any gaps

  • Manages and performs all new hire staff site HSE orientation

  • Track and document HSE training records in company electronic management system

  • Contribute to the improvement and creation of L&D Procedures

  • Annually audit and continuously improve the HSE training program and regulatory requirements

  • Manage program so that leading and trailing metrics are used to support upgrades and delivery of training

  • Set up programs for train the trainers

  • Conduct training for new and incumbent workers

  • Manage updates to the HSE training packages and tests

  • Use outside/inside resources to assure quality programs are produced for all employees

  • Support and drive key HSE training metrics

  • Build and drive processes to support the LMS and PSM systems

  • Work with local industry trainers

  • Manage and support infrastructure for contractor HSE training

  • Support Operations and Maintenance training

  • Implement digital solutions to streamline and improve training delivery, content management, and knowledge base access. (Tableau, ARC, etc.)

  • Participate in the Tier 1 audit program

  • Flow-to-Work to refinery roles based on High Impact Work Period needs such as turnaround coordination, supplemental safety specialist, and general supervisory roles

  • Support Incident Command System as a Health & Safety Officer requiring on-call duty 10 weeks per year

  • Support site HSE Self Audit / Corporate HSE Audit and Voluntary Protection Programs (VPP)/Task Observation Safety programs

  • Participate / Lead Incident Investigation Teams / Provide Cause Map support

  • This role is to be considered as a developmental position for HSE coordinator and supervisory positions with the typical tenure being 2 -3 years

Position Requirements


  • Legally authorized to work in the job posting country

  • Working knowledge of Phillips 66 Process Safety and HSE Management Systems regulations and required standards

  • Bachelor’s Degree or higher in Fire Science/Fire Protection or Health/Safety or equivalent

  • Basic knowledge of refinery operations and key performance indicators

  • 5 or more years of Refinery experience and or chemical industry in field support or Training support functions

  • Possess a valid driver’s license

  • Willing and able to obtain a Transportation Worker Identification Card (TWIC). Information can be found at


  • In depth knowledge of OSHA PSM

  • Professional Health & Safety Certifications (e.g., OHST, ASP, CSP)

  • Proven ability to train others and train trainers

  • Proven presentation, public speaking, and classroom instruction skills and experience

  • Knowledgeable on regulatory training requirements

  • Strong interpersonal and communication skills, ability to interact with multiple layers of organizations and agencies

  • Proven ability to lead by example

  • Well-developed communication skills, both written and oral

  • Practical self-starter and can work effectively with minimal supervision

  • Strong interpersonal skills

  • Consistently displays a high level of personal integrity and self-discipline which builds trust and confidence

  • Working knowledge of Wood River Refinery (WRR) Complex Procedures

  • Demonstrates and leads Our Energy in Action behaviors

  • Strong software and digital tool proficiency such as MS Office applications and iPad administration

The Wood River Refinery is located in Roxana, Illinois, about 15 miles northeast of St. Louis, Missouri, at the confluence of the Mississippi and Missouri rivers. Refinery facilities include crude distilling, naphtha reforming, fluid catalytic cracking, alkylation, hydrocracking, hydrodesulfurization and delayed coking units. The refinery processes a mixture of light, low-sulfur; heavy, high sulfur; and high-acid crude oil. The crude supply is sourced domestically or from Canada. Wood River produces a high percentage of transportation fuels. Other products include petrochemical feedstocks, asphalt and petroleum coke. Refined products are distributed to customers by pipeline, rail car, barge and truck and are shipped to markets throughout the Midcontinent region.
